In accordance with the IDIVAL by-laws published in the Oficial Gazette of Cantabria of 13 January 2014, the board is the highest governing body of IDIVAL and has the highest level of representation. Among its functions are approving the budget, the action plan and the annual report of the Institute as well as appointing the directors and members of advisory bodies. In 2015, the Board was made up of the following individuals.
President: Mr. César Pascual Fernández. Minister of Health of the Government of Cantabria.
Vice President: Ms. María Concepción López López. Rector of the University of Cantabria.
Vocals:
Secretary: Mr. Joaquin Cayón de las Cuevas. Head of the Legal Counsel Office of the Ministry of Health.
The Executive Committee has its the Chairman the Manager of Marqués de Valdecilla University Hospital. Its functions are periodic monitoring management, monitoring of the agreements concluded by the Foundation and facilitate the tasks of management and administration of the Foundation, especially in relations with the founding institutions.
President: Dª María Dolores Acón Royo. President according to the by-laws as Managing Director of the Marqués de Valdecilla University Hospital.

The Management Director acts as representative and spokesperson for the Foundation before institutions regarding management activities, managing the internal organisation of the Institute and its research infrastructure. Currently, IDIVAL's management director is Dr. Galo Peralta, a specialist in Internal Medicine and Master in Health Management.

The Scientific Director acts as the maximum representative and spokesperson of the Foundation, in scientific matters, directs, plans and leads the scientific policy of the Foundation, draws up the scientific plan of the Institute and coordinates its development. Currently, the scientific director of IDIVAL is Dr. Marcos Lopez Hoyos, Head of the Immunology Service of the Marqués de Valdecilla University Hospital.
