Why your help is important

IDIVAL is a private, non-profit organisation of a foundational nature belonging to the autonomous public sector. Its Board of Trustees is made up of representatives of the Regional Ministry of Health and the University of Cantabria. It has been accredited as a Health Research Institute by the Carlos III Health Institute (Order of the Ministry of Economy and Competitiveness of 10 March 2015).

Regulatory standards

Regulations The Foundation is regulated by the provisions of Law 50/2002, of 26 December, on Foundations, and by its Articles of Association (which can be consulted at the following link). It is also considered a non-profit organisation for the purposes of Law 49/2002, of 23 December, on the tax regime for non-profit organisations and tax incentives for patronage. Its budget is made up of an endowment from the Government of Cantabria and funds from subsidies, agreements, contracts and sale of services and is entirely dedicated to financing activities and structures to support research.

Founding purposes

In accordance with its Statutes, the MARQUÉS DE VALDECILLA RESEARCH INSTITUTE FOUNDATION is constituted to achieve the aims set out in the regulations governing the accreditation of Health Research Institutes, which are as follows:

  • To bring together basic, clinical and health services research.
  • To create a quality healthcare, teaching and research environment to which undergraduate and postgraduate students, specialists in training and healthcare professionals are exposed.
  • To constitute the ideal place for attracting talent and the location of large scientific-technological facilities.

Electronic invoicing

With the aim of improving the competitiveness of companies, facilitating their relationship with our Foundation, rigorously monitoring their late payments and promoting the use of electronic invoicing, it has been decided to join the State’s General Entry Point for Electronic Invoices (FACe) as the general system for receiving third-party invoices.

The electronic invoice is an electronic document that complies with the same legal requirements as the traditional paper invoice, but has a number of advantages over the latter.

Electronic invoices must have a structured format and be signed with an advanced electronic signature based on a recognised certificate. They must also contain the codes of the bodies responsible for processing the invoice, i.e. Management Body, Processing Unit and Accounting Office, in accordance with the DIR3 directory of administrative units managed by the Secretariat of State for Public Administrations.

On the other hand, the accounting register of invoices becomes a key instrument for monitoring compliance with the Public Administrations’ payment commitments, but also a means of informing whoever has submitted the invoice of the different stages it is going through.
